Volunteers trained andvetted by ARRL will monitor the amateur bands for possible instances ofmisconduct or to recognize exemplary on-air operation. Cases offlagrant violations or noncompliance will be directed to the FCC foraction, in accordance with FCC guidelines. The program, which aims tore-energize Amateur Radio enforcement efforts, was proposed by the FCCfollowing the closure of several FCC regional offices and reductions infield staff. Hollingsworth has identified three phases to the program --development, solicitation and training, and implementation. Thedevelopment phase will include drafting a mission statement, clearlydefining ARRL's and the FCC's requirements and needs as part of theprogram, drafting a Volunteer Manager job description, and developing atraining manual for volunteers. The solicitation and training phase will involve identifying thegeographical locations where volunteer monitors will be most needed,soliciting applications, and screening applicants. Current OfficialObservers will be invited to apply for appointment as VolunteerMonitors (VMs). The ARRL Board has expressed its appreciation to theOOs for their dedicated volunteer service over the years. Implementation will involve having the volunteers provide fieldreports, and ARRL staff offering guidance to volunteers to ensure thatthe information gathered meets FCC requirements. Continuing educationwill be provided to the volunteers as part of the program. Hollingsworth has committed to ensure training adequacy for new VMs, toreview the quality and utility of Volunteer Monitor submissions to theFCC for enforcement action, and to advocate for rapid disposition ofcases appropriately submitted to the FCC. And get this: they actually get their Alex Jones recordings from the alleged repeater owner, the way Steve did. But you see Steve hurt the feelings of, in particular, N0XXX and one or two others who apparently have a great deal of influence over the operation of the repeater, and that just couldn't be tolerated. Ask yourself why if USA is the sole owner and operator, why people like N0XXX, among others, are making decisions about who can or can't use the repeater. Further, ask yourself why anyone who claims to be a RENEGADE radio operator would squeal to the FCC and to Riley Hollingsworth to try to "get" another RENEGADE radio operator.

Comments: To all of ZKZ's asslickers and peckersnot swallowers: The FCC is watching Hoffman very closely, as if he is some alien bug under an electron microscope. He did not win his license back. He is not out of the woods. He is on a very strict _one year_ probation.  The FCC doesn't want him on 435 or 450. All he can do is join CLARA or one of those other Hi-Hi OM retirement home repeaters. All he can say is his call sign, comment on the weather or talk about radios. So if you hear him on the air, argue with him. Play tapes of his prior rants, cursing and arguments. Tick him off. Break the facade and trigger his full "Officer Hoffman" mode. He won't be able to resist. Tape his response and report him to the FCC. ZKZ is too dumb to just turn off his radio for a year so make him pay the price.
