Comments: Two things come to mind if you want to silence the racist, sexually harassing obnoxious jammer. 1. Based on what I’ve read, if he’s really a junkie and a hermit, he must have his gear delivered. Find out how and alert the cops or scare off the dealer with a siren. Without drugs, junkies will melt down to a non functioning state. 2. Call in repeated welfare checks to the local LAPD precinct. Use a burner number and claim you’re a concerned neighbor who hears air raid sirens late at night. Ad in the condition of his dilapidated yard and your suspicion of drug use and they’ll roll a unit to perform a 5150 with a social worker. That will freak him out and the cops may find probable cause to enter/search or even psych hold him. You can even use tapes of the racist drug addled rants from the 450 to justify the psych eval. But repeatedly posting in here and trying to confront the walkie talkie whack job will do nothing. Use the source of his drugs and the local constabulary to shut him down. Word.
